Press vehicle attacked during BCIF bandh

Itanagar, Oct 04: An employee of The Arunachal Pioneer escaped unhurt when bandh supporters pelted stones at the press vehicle at around 5 a.m. today. The vehicle sustained damage near the left front window.

Pillang Cheda, the delivery boy of the media house, said that a group of bandh supporters had placed boulders on the Itanagar-Naharlagun road, near Hotel Todo. The group pelted stones at the TAP vehicle which was carrying press material for delivery to agencies in Itanagar. “In all I counted, nine stones were pelted. Even though I shouted it is press vehicle, they continued to pelt stones. Had the stones hit the glass, I would have been hit too,” Pillang said with an air having suffered mental trauma at the incident.

Fortunately only one stone hit the vehicle, leaving a deep cut mark on the metal body. The rest missed the target. Soon after the attack spree the group left the place and the press vehicle resumed journey to Itanagar to despatch the newspapers to the agencies.

The incident has left the employees and staff of The Arunachal Pioneer in shock, as the press is usually exempt from bandh purviews.

A case has been registered at the Itanagar Police Station -- Case No. 209/12 U/S 341/427/336/34 IPC following an FIR lodged with the police station demanding immediate arrest of the perpetrators involved.

The Arunachal Pioneer journalists have decided not to carry any news items of the Banderdewa Circle Intellectual Forum (BCIF), in its publications until an apology from them is tendered and the damage to the vehicle is compensated.

Bandh disrupts normal life

PTI adds: Normal life was affected in the state capital today following 48-hour bandh called by the Banderdewa Circle Intellectual Forum (BCIF).

Business establishments, markets, banks, educational institutions including central government establishments remained closed while thin attendance was recorded in state government offices. All sort of private and public vehicles remained off the road while few Govt vehicles plied with escort. Meanwhile, police arrested three bandh enforcers when they tried to block the NH-52A by felling trees near Banderdewa this morning, Capital Complex SP Hibu Tamang said.

The BCIF called the bandh protesting the recent decision to shift the proposed site of Greenfield Airport from Karsignsa to Hollongi. The Forum has demanded for immediate halt to all official procedures for construction of the airport at Hollongi besides cancellation of all official formalities including reports of the AAI technical committee on non-feasibility of construction of the airport at Karsingsa site.  The Forum last month also called a 12-hour capital bandh.

 

 

Food shortage hits students in flood-ravaged Dibang Valley

ROING, Oct 04: The food crisis caused by snapping of road communication due to weeks of incessant rain has interrupted schooling for more than 600 children across middle Dibang Valley. This is a region spread across Etalin circle head quarter in Dibang Valley district and Hunli sub-divisional headquarter in Lower Dibang Valley district.

Sources said that district education authority in Roing has appealed for temporary closure of all schools in Hunli Block, citing disruption of road communication, ration and other necessity for sustenance.

The schools affected in Lower Dibang Valley districts are government middle school, Hunli, Kasturba Gandhi Balika Vidyalaya (KGBV), Hunli, government residential school, Elope, government secondary school, Desali and government residential school, Jumupani.

In Dibang Valley district, government primary school, Malinye, government middle school, Etalin, government lower primary school, Ryalli and New Anaya have closed down or running on half of the school strength, as all the hostel boarders have vacated their hostels due to food shortages.

“The last batch of students of government middle school, Hunli staying at school hostels have left today for their villages. With this, all the 76 hostel boarders have vacated their hostel leaving behind them only 16 days scholars,” informed Papre Umbrey, headmaster, government middle school, Hunli.

The situation is same for Elope and Jumupani residential schools, where parents are reporting that school children are returning back to their homes. In KGBV School, 100 girl students staying in hostels are awaiting evacuation to their native places in Roing and Anini, stranded due to food shortages.

“The KGBV students are now staying with local people in their houses,” said Umbrey. “And this is causing burden to some poor villagers, as they themselves are facing ration shortages.”

Reports from Anini have said that government primary school, Malinye had remained closed for more than three months due to ration shortage. In government middle school, Etalin, due to non availability of food in hostel, 68 student inmates have left for their nearby villages interrupting their schooling. The school is currently functioning with only 72 days scholars.

 

 

Disease follows deluge in flood affected Mebo

RUKSIN, Oct 4: The people of flood ravaged Mebo sub-division in East Siang district rued that neither the district administration nor the public leaders are paying any attention towards mitigating their grievances and hardship.

Reports from Mebo sub-division said the entire area remained cut off since September 20 as flash floods washed away the link roads and bridges. Several bridges, including the ones over Siku river, Sibiya, Kadang, Ngopok, Tasing, Sisarghat and Taro Tamak rivers along Mebo-Dola PWD road have collapsed in the flood. The PWD authority has not yet repaired  the bridges resulting in total disruption of communication. The road, which links Pasighat with Lower Dibang Valley, is lifeline for the sub-division.

Anchal Somiti Member of Borguly, Yung Tayeng alleged that the flood-hit people of Borguli are facing acute shortage of food and other essential items for the last two weeks. The authority has not paid any heed towards the woes of the dejected people. Even, it has not provided a kg of rice to the flood-hit area.

“The district administration gave up its responsibility after airdropping of food items at Mer-Gadu area during last week. The flood-hit people in Borguli and other adjacent areas are still suffering a lot which is not addressed by the government. The PWD department led by its EE Oni Jamoh claimed that he had pressed its men and machineries for immediate restoration of the collapsed bridges, but in fact, nothing has been done so far in the area,” Tayeng has alleged.

He lamented that many a public leaders including the local MLA Ralom Borang and MP Ninong Ering had paid a post-flood visit to the area, but their assurance of adequate relief and rehabilitation measures have become a farce.

On the other hand, the district administration and public are finding it difficult to provide necessary help to the flood affected people due to disruption in road communication from all directions and inclement weather. Sources said that the administration air-dropped 80 bags of rice at Mer and Gadum villages under the Sub-division as immediate relief.

Meanwhile, the reported cases of diseases like diarrhoea, dysentery and fungal conductivities (Eye disease) in flood-hit areas under Mebo has added to the woes of the suffering people. It is feared that the water borne diseases may take epidemic form unless preventive measures are taken on time.

The health department recently conducted a series of ‘medical camp’ at Namsing covering Namsing, Mer, Gadum, Tengabari and Sogum villages under Namsing PHC area, where as many as 530 patients were given free treatment.

 

 

Arunachal Governor lauds IAF role in relief and rescue work

ITANAGAR, Oct 04: The Governor of Arunachal Pradesh General (Retd) J.J. Singh commended the Indian Air Force (IAF) for their excellent job in relief and rescue operations during the recent flood in the state. He also lauded the force for the vital role in airdropping essential food items in the remote parts of the Frontier State and reaching out to the people at the time of need and emergency.

The Governor conveyed gratitude and good wishes to the IAF personnel on behalf of the people of Arunachal Pradesh, during his visit to the Eastern Air Command (EAC) Headquarter, Shillong on October 3 and 4. He expressed his confidence that the IAF, which is built on strong foundations and has glorious traditions will continue to grow from strength to strength and carry out given tasks in a most efficient manner.

The Governor addressed the officers of Eastern Air Command at EAC Headquarter, Shillong on October 4 and delivered a lecture on the topic, ‘Security concerns and modern India leadership’.

Ziro, Oct 04: The folk dance yatra organized by North East Zone Cultural Centre, Dimapur in collaboration with the Dept of Art and culture, GoAP made a colorful halt at the pristine and beautiful Ziro valley today.

Flagged off on April 13 at Panchkhula, Punjab by Dr. Manmohan Singh, the Yatra has so far covered Meghalaya, Mizoram, Tripura and Assam in its first and second phase. As a part of its third phase, the yatra will cover Bomdila, Passighat, Itanagar and Ziro in the North East.

“This is the right platform to preserve, promote and disseminate the rich cultural heritage of rural India, said Nido Pavitro, Parliamentary Secretary, Health and family welfare while addressing the packed St Claret College Auditorium. Folk dances are an extension of rural India, he added and exhorted the students to stay rooted to their cultural heritage.

Speaking on the occasion, Likha Tongum, Zilla Chairperson, Lower Subansiri Dist,  described the event as an epitome of unity in diversity as there were teams from Punjab, Maharashtra, Manipur showcasing their rich traditional dances. He advised the students present to actively participate in such programme as it enhance national integrity. He wished the teams from different parts of the country success in the mega folk dance event at Itanagar on October 7.

TAWANG, Oct. 04: Dr. Sonam Kinga, Deputy Chairperson National Council of Bhutan & Jigme Wangchuk, MP National Council of Bhutan arrived here at the Tawang Circuit house today from Bangajang near Sela Pass.

Tawang deputy commissioner Kemo Lollen while interacting with the Deputy Chairperson cited that such visits and interaction help in binding the strong friendship between the two neighbors.

Citing the importance of maintaining better Indo-Bhutan relationship in Arunachal Pradesh, Lollen mentioned that Tourism and Trade can be a major point of interest for the two neighbours.

Speaker inaugurates rain water harvesting structure

KHONSA, Oct 04: Arunachal Assembly Speaker Wanglin Lowangdong inaugurated the rain water storage tank at Khonsa DC office premise amidst a huge gathering today. The project has been implemented jointly by the district administration and DRDA.

Speaking on the occasion, Lowangdong  said that the rain water harvesting system was a welcome step towards creating awareness on importance of rain water harvesting. He said that the abundant rain water Khonsa received went wasted because of ignorance adding that a loud and clear message should be sent to the people to harvest the rain water for their use during the dry winter months.

While appreciating the Deputy Commissioner for his initiative, Lowangdong said that the simple method of collecting the rain water could be implemented even by the villagers. He further said that private individuals should start rain water harvesting and urged the experts from DRDA and PHED to provide the necessary technical guidance to the people,

Earlier in his welcome address Tirap Deputy Commissioner Dr. Sachin Shinde explained the methodology and benefit of rain water harvesting adding that Khonsa received heavy rainfall in summer but the residents faced acute scarcity of water in winter. He said that only rain water harvesting could solve the chronic water supply problem in Khonsa and asked all construction agencies to mandatorily include inbuilt rain water harvesting provision whenever they built any structure. The DC asked the people to make rain water harvesting a community movement adding that the district administration had created a mass awareness to keep the streams in the Khonsa Township neat and clean so that the residents could use those streams during the lean months. He said that orders had been passed to dismantle all the kutcha toilets constructed near the streams.

Erosion poses threat to Debing BOP; camp shifted

RUKSIN, Oct 04: The Rajakhana river that flows down from Debing hills onwards towards Rajakhana panchayat of Assam under Ruksin circle has taken a serious turn forcing Beat Out Post (BOP) of APPBn to shift their camp as the river may erode the BOP and the nearby daily market in Assam-Arunachal boundary within the next few hours.

The cops deputed in the BOP were looking for a protection measure from the authority’s end. But, observing the impeding danger, they have shifted the camp today with the help of the local people.

The BOP at Debing village, located at about 10 km west from here, is allegedly being neglected by the successive governments by not taking up any protection measures despite massive erosion since last several years.

Debing area falls under Pasighat West constituency and located at a vulnerable state boundary area. The BOP camp has been running without the minimum requirements for the years and the security of the police personnel deputed therein has become a burning question.

“The very existence of the historically important Debing area is now on verge of extinction due to negligence by the state governments. We have been moving the state government for initiating proper protection measures”, rued Kamin Apum, an Anchal Somity Member of Debing.

Presently, there are six policemen in the BOP camp, including a Hawalder as its in-charge and five other constables.

 

 

West Siang Zilla Parishad meet touches key issues

Aalo, Oct 04:  The West Siang Zilla Parishad meeting attended by all Panchayat leaders, administrative officers and HODs was held under the chairmanship of Jarsa Gamlin, Chairperson, West Siang Zilla Parishad here yesterday.

The meeting centered around submission and discussion on Anchal Samity resolutions for bifurcation of Zilla Parishad constituencies, Anchal and Gram Segments. The meeting also reviewed RGSY Progarammes, Summary Revision of Pachayat Electoral Roll, 12th Finance Commission, Convention of Panchayat at Indira Gandhi Park Itanagar, PEAIS and Rashtriya Gram Sabha Awards.

Presiding over the function Gamlin urged all Panchayat leaders at different levels to create Gram Panchayats at grass root level and look into population criteria in order to press the government for bifurcations.

Participating in the discussion, Marnya Ete, Deputy Commissioner West Siang urged all panchayat leaders at different levels to formulate programme and policies that benefit the rural people as a whole keeping aside self-centric schemes.

The Nodal Officer for Panchayat, Moki Loyi spelt out the aims and objectives for conveying the meet.

Power crisis in East Siang and Upper Siang due to Aalo power sub-station breakdown

ITANAGAR, Oct 04: Grid power supply to East Siang district, Pasighat in particular and Upper Siang district have been disrupted due to major unexpected and unavoidable breakdown of 132/33 KV sub-station at Aalo on Sept 21. Restoration work is going on in     war footing and power supply to Aalo township has partially been restored by making local arrangement, according to an official release. Efforts are being made to restore grid power supply as soon as possible and power supply to East Siang and Upper Siang to resume once technical problem is attended satisfactorily.

At present 1 MW power from Jonai inlet point (Assam) under ASEB is supplied to Pasighat town on rotational basis. Rina hydel shall  resume power generation once its cleaning work is completed, the release said adding  33 KV line from Rina hydel to Pasighat has been competed. 123 KV Aalo-pasighat line is on good progress in spite of torrential rain and right of way (row) from cutting jungle and drawing of ACSR conductor, said Central Electrical Zone chief engineer in its release.

The release further said that technical problem occurred at Aalo sub-station which disrupted power supply to Upper Siang and East Siang has no linkage with Power minister and parliamentary secretary, HPD.

The CE requested all power consumers of East Siang and Upper Siang to bear with the department till grid power supply  is restored by attending the technical problem at Aalo sub-station.

 

 

 

Training cum interaction prog on Rabi crops

TEZU, Oct 04: ATMA Lohit district, Kheram in collaboration with Krishi Vigyan Kendra, Momong, has conducted training cum farmers scientist interaction programme today. The programme was attended by DTO cum PD ATMA Lohit  district M. Chowlu, PTO FTC D. Baman, Debasish Borah, SMS (Agronomy) KVK Lolit, Chandramoni Singh, SMS (Horticulture), SADO Namsai B. Biswas, HDO Namsai, Farm women of Momong and Chongkham including members from SHGs. The training was conducted in the Momong village and a total of 90 farm women attended the programme with a motto to enhance knowledge of scientific cultivation among women farmers.

M. Chowlu introduced the programme and discussed the problems and prospects of rabi crops cultivated in the area. Debasish Borah thoroughly discussed about scientific cultivation of Mustard - the concept of INM in mustard, its importance for increasing production and sustainable development, types of manures and fertilizers and their judicious utilization in an integrated manner. Chandramoni Singh discussed about the management practices of ginger and its related problems. B. Biswas also discussed about rice related problems and requested the farmers to take active part in the discussion session. HDO Namsai discussed about scientific cultivation of Tumeric. D. Barman, PTO FTC detailed about scientific cultivation of potato for increasing the income of the farmers.

The farmers also interacted with the officers to solve their problems. The farmers requested for more such types of programme and  admitted that this programme benefited them a lot.

 

 

Roing AYC appeals for relief to Hunli-Desai flood victims

ROING, Oct 04: The Assembly Youth Congress (AYC) of 43rd Roing constituency on Tuesday appealed to the state government for immediate relief assistance  to the people of Hunli-Desali sub-division of Lower Dibang Valley district, who are facing acute shortage of essential ration commodities.

The region was cut off from its district headquarter since last two and half weeks after all surface communication was disrupted following heavy downpour of rain. All government run schools have been temporarily shut down because of food shortages.

 “So far most regions in the state affected by floods have received state relief supplies, except for Hunli-Desali and major parts of middle Dibang Valley, noted AYC President Japani Meto in his speech on the occasion of Gandhi Jayanti celebration.

The 143rd birth celebration of the father of the nation was organized by AYC and celebrated at Congress Bhawan, Roing.

Drawing immediate attention of the state government towards the failing situation, Meto said, “It is reliably learnt that PDS rice and CPO food grain in Hunli sub-division headquarter has ran out of stock.”

 Further he added that plains people of the district are also suffering because of massive damage to crops caused by floods. He appealed Rajya Sabha MP Mukut Mithi, who was also present on the occasion for necessary intervention and for relief measures to the affected people.

Earlier, Mithi along with all AYC members present offered floral tribute to the father of the nation. He was accompanied by Chiliko Meto, Zilla Chairperson and other panchayat leaders.

During the celebration, AYC President also distributed sweets to school children of Cheta government middle school along with AYC general secretary Lobo Linggi, Vice President Poktem Pertin and other youth members.

College canteen opens

Daporijo, Oct 04: The canteen of Govt. Degree College, Daporijo, which started functioning from the academic session 2012-2013 was inaugurated yesterday by Principal  incharge Tagio Kodak in presence of faculties of the college and students.

Addressing the gathering, Kodak encouraged the students to use the facility not only to satisfy the hunger pangs of the body but also use the place as an open arena of discussion and debate on knowledge and wisdom imparted in the class room. He said that the academic culture grows in the canteen as it was a meeting point for the students.

Dai crowned Miss Lune-12

ITANAGAR, Oct 04: Alice Dai was crowned as Miss Lune-2012 in a glittering beauty contest held at Pasighat general ground on Monday last.

Dai also bagged Miss Catwalk and Miss Talent. While Shukun Mitkong was adjudged as 1st Runner Up, Nyamne Pabin as 2nd Runner Up and Kambi Dai was adjudged as Miss Congeniality.

Despite heavy shower, the much awaited Miss Lune event started on Sunday night and the final results were declared at 3.30 am on Monday.

People from various walks of life thronged the ground which added more color to the Lune show and cultural programme. The event was also witnessed by Education Minister Bosiram Siram and MP Ninong Ering as chief guest and guest of honour. Meanwhile, Siram donated Rs.50,000 to the organizer as a token of appreciation for organizing such mega event  at  Pasighat.

 

KYO demands for road renovation

ITANAGAR, Oct 04: Claiming that the Bomdila township road from Petrol Pump to main market is deteriorated and unattended for last many years, Kameng Youth Organization (KYO) today demanded the department of PWD to repair the road immediately.  Not only the local people are facing difficulties, foreign and domestic tourists are equally suffering  due to poor road condition, it said.

India to experience more intense monsoons

The amount of rainfall from Indian monsoons is expected to be between 8.9-18.6 per cent higher than current levels by 2080, says a joint India-UK report on 'climate change impacts and adaptation in India'. The report also says that rainfall outside of monsoon season is expected to increase by between 11.5 - 23.4 per cent above current levels, averaged across India.

The reports says populations of both Madhya Pradesh and Orissa are vulnerable to climate change, particularly as both have high dependency on agriculture for livelihoods. By the 2080s, there is a projected increase of monsoon rainfall of up to 28 per cent over Madhya Pradesh and up to 23 per cent over Orissa. The projected temperature increases are 4.3°C over Madhya Pradesh and 4.2°C over Orissa, the report says.

According to the report, in Madhya Pradesh, wheat, irrigated rice and soy crop yields are all projected to decrease by the end of the century by 18, 3 and 25 per cent respectively, largely due to temperature increases. In the same area, rain-fed rice yields are expected to increase by around 16 per cent, as increased rainfall means water is no longer a limiting factor in their growth.

The UK’s Department of Energy and Climate Change (DECC) and the Indian Ministry of Environment and Forests worked together  on a DECC-funded project to understand better the potential impacts of climate change in India and provide adaptation response options in Orissa and Madhya Pradesh.

Let us cooperate with Govt

Dear Editor,

I would like to express my sincere thanks to police team led by SI M Geyi and SI N Lali who arrested 3 of the group of five dacoits who committed dacoity at pistol point on Wednesday at the General Agency, an Amul distributor, A-Sector, Naharlagun  and ran away with the booty. I also appreciate SP Hibu Tamang, SDPOs NC Dutta (Naharlagun) and Taru Gusar (Itanagar) for joining the probe by involving the CRPF and IRBn personnel.

Similarly, the Army, SIT and administration and police personnel of Tezu/Namsai deserve appreciation for arresting the UPDF chief, 6 other cadres arrested. Such officials should be appreciated and awarded by Govt, NGOs and other like-minded civil societies for the dedicated service.

All the times blaming police, Home Department, State Govt and Chief Minister only is not the solutions and technique to solve law and order problems. Policy of blame-game should be stopped and it is not going to solve any problems further. We should blame ourselves also because we have more responsibility than Govt and its agency by default. The works of Government is to make welfare policy and assist public during the crisis. The smaller problems have to be solved by ourselves.  The Govt have their own limits, they too are human being having limit of energy to execute. Let them too think freely, sleep well. Without peaceful environment, it is not possible to carry out any welfare activities in state.

As per local dailies, police personnel are now doing their duty by arresting culprits daily. Now, public has to do their duty voluntarily by cooperating with police to nab the absconding accused.  There is a saying - “God Help Those Who help themselves. ” There is no doubt that Govt is going to do its best as per people’s wishes.

However, I would like to state here that the state Govt. should reform Itanagar police on the lines of Delhi police by providing all necessary directives, guidelines and facilities for effective functioning  and tackling law and order problems easily. Very sincere, dedicated police officers are the need of hours and Govt. should recognize their selfless services to the people. If Law enforcing department is working properly, then all other departments will work peacefully for bringing development.

I once again, sincerely appeal state Govt to keep peace and security in its top priority agenda by handling its law enforcing agency efficiently as proper handling of law enforcing agency is the key to maintain peace and ensure security of the state. It is good to think that Chief Minister is taking up several welfare measures for people of state. As he is planning to win all the hearts and minds of people of state by bringing tremendous development as Gujarat Chief Minister did in his state, so it is not needed be hurry that everything should be in place at one time.

Arunachal Pradesh is known for peace and tranquility since times immemorial. The Doyni Polo religion teaches ahimsa and all and sundry admired its value but with the passage of time human pollution has begun to infest the honesty of tribals, the worst and heinous part is that even the tribal people here in peaceful land started to learn how to purloin, vandal, molest and commit illegal activities from those exotic intruders. Every walk of life fresh crimes are on the rise. It's alarming to the peace loving people, how people learn negative things as fast lightning.

If the government of the state pays deaf to such criminal activities, no doubt that people will become victim of terror one day. Thus morality and propagation of natural religion with proper education is essential to keep unforeseen emergence of crimes away.
